The Carver accommodates for a driver with disabilities, thanks to the ease of driving and the doors that open extra wide. The Carver meets the Dutch legal requirements for a disabled vehicle as laid down in the Reglement Verkeersregels en Verkeerstekens 1990 (RVV 1990). Disabled vehicles are subject to the 9% VAT rate. The Carver is the first enclosed narrow vehicle (ENV) with active tilting technology. This offers you a driving sensation unlike anything else out there. The Carver is a Dutch product; it's designed and developed in the Netherlands. A large part of its production takes place in South-East Asia. Assembly, installation of all the electrical circuitry and the final quality controls are carried out in our dedicated factory in Leeuwarden, the Netherlands.
The traffic rules depend on whether your Carver is registered as a microcar (license plate) or as a disabled vehicle (verzekeringsplaat).
Rules for vehicles for people with reduced mobility Where can you drive?
Drivers of a vehicle for reduced mobility are not allowed to use motorways and highways.
Note: Legislation for this type of vehicle is changing rapidly. Please contact the municipality if you are not sure about the rules.
With a vehicle for reduced mobility it is allowed to park on the sidewalk (as long as you do not obstruct the passage) or the road. When a vehicle for reduced mobility is parked on the sidewalk, no parking fee has to be paid. If a vehicle for reduced mobility is in a parking space on the road, the same rules apply as for passenger cars. So parking fees must be paid. But drivers of a vehicle for reduced mobility can also use a disabled parking card (if they are entitled to it).
Note: Many municipalities are currently reviewing the legislation on parking for vehicles with an insurance plate. If you are not sure what the rules are, contact the municipality.
In the Netherlands, the minimum age is 16 years old, as long as you in the possession of a scooter driver's licence.
Because the Carver is classified similarly to a scooter, a scooter driving license is sufficient to be able to operate a Carver. If however, you are already in the possession of a car or motorcycle license, you can just step in and go!
The Carver has European type approval for vehicle class L2e.
